Yes, you're right about that. Rules are clear:
"1.2. Only watches commercialised after March 2014 and at the latest by November 30, 2015 – are eligible to take part."
That fits in with the date that I was given by HQ of "end of November". Perhaps the date that you have is an Australian on-sale date?
I did notice that right away. This will certainly make it much more exclusive. Given what you guys have said, I think the official announcement will come around November, but will become generally available in 2016.

And it's pretty clear that the one at the bottom is a "Phantom" version of the watch- note the titanium carbide coated horns compared to the standard titanium finish in the top photo.
Also note the lack of the screw on the side of the horn
